The Determined Assоciаtiоn оf Former Muslims (DAFM) begаn аdvertising in January that they planned to have a public demonstration in June at the city’s central park. In February the City passed an ordinance that made it illegal to publicly burn a Quran for any reason, making the burning or conspiracy to burn punishable by a fine of up to $1,000.. They also passed an ordinance requiring any group seeking to have a demonstration at the city’s central park to apply for a permit and pay an application fee equal to the city’s estimate of the cost of police security for the demonstration. The ordinance provides no standards for the evaluation, but rather gives city officials discretion to determine the appropriate fee. Once again, demonstrating without a permit or conspiring to do so was made publishable by a $1,000 fine. DAFM applied for a permit but were told that the estimate for security for their demonstration would be $50,000, well beyond their ability to pay. When DAFM’s board voted to go ahead with the protest without a permit, and to go ahead with the Quran burning and other aspects of the planned demonstration, they were arrested and charged with conspiracy to violate the two new ordinances and fined $1,000 each.
