Perhaps the most common misconception of these institutions though is that they were designed to be "separate but equal" powers in government. The Founding Fathers never actually said, nor intended, for the branches to be equal - in fact, that phrase specifically comes from the legalization of racial segregation in 1896. By design, the branches of government have never been equal in power. With that in mind, describe how the branches of government were set up by the founders to operate.
