Liberty Fоrum (LF) оf Kentucky is а Christiаn civic оrgаnization. Its mission is “to educate and train citizens to participate in self-government so America will continue to be a land of liberty, family values, and public virtue.” LF believes the Bible is the ideal code of moral conduct, and that “our Creator has endowed each of us with inalienable rights.” LF hosts public events to promote discussions, inform citizens of important issues, and encourage involvement in the political process. LF opens and closes its meetings with prayer and incorporates Scripture in many events. The Lexington Public Library invites a wide variety of groups to use its Bluegrass Room meeting space. The Library Board creates or approves Library policies, and the Library Director administers Library operations in accordance with those policies. The Reservation Policy broadly invites “organizations and groups” to reserve the Bluegrass Room, and authorizes the Director to either grant or deny permission to use the Room. Section 5 of the Policy specifically prohibits use of the room for “meetings of religious groups for the purpose of preaching or otherwise demonstrating the beliefs of their members.” Recently, the room has been reserved and used by a magician, a balloon artist, a depression support group, a new mothers support group, the Girl Scouts, Social Democrats USA, and the Kentucky Freethought and Humanist Coalition. In January 2026, LF reserved the Bluegrass Room for a meeting in March. The event was advertised as a “conversation that connects today’s headlines with eternal truth.” On February 15, the Director sent LF an email cancelling the reservation, stating, “because of the current political and social climate, the Library has made the decision to cancel your reservation.” The email also explained that the Library would not accept any future reservations from LF, citing the Policy’s limitation on “meetings of religious groups.” LF has decided to file suit. What claims can LF reasonably make, and what is the likelihood of success? Discuss.
