In 1953, Senаtоr Wаyne Mоrse (I-Oregоn) held the Senаte floor and talked or answered questions—or filibustered—for over 22 hours. He did so in opposition to the proposed Tidelands Oil Bill, legislation that would award the federally controlled, oil-rich areas off American shores to states. According to a dismissive Congressional Record account of his filibuster, Morse’s achievement received no applause, since it was given to a largely empty chamber. The paper noted that the speech’s printing, however, cost the public more than $8,000 in real 1953 dollars (which, adjusted for inflation, would have been $94,489 in June 2024).
