Sam sought to cut off the water and sewer lines, and now that there was parking on Highland, also to block Ned from driving over his land to Highland. Ned complained that he needed the water line in addition to the well water with the new guest house on the property, that he had relied on the sewer line, and that the parking lot was too far from the stairs on the northwest side down to the beach.
