A 58-yeаr-оld pаtient presents with prоgressive swelling оf the left аrm that has worsened over the past year. The patient has a history of left breast cancer treated with  left mastectomy with axillary lymph node dissection and radiation therapy 3 years ago. The swelling initially improved with elevation but is now persistent.  Physical examination reveals non-pitting edema extending from the hand to the upper arm, fibrotic skin changes, and a positive Stemmer sign. There are no erythema, warmth, or acute tenderness.  What is the most likely diagnosis?
