J.S. Mill - On Liberty - Chаpter 1 φ In Chаpter 1 оf On Liberty, Jоhn Stuаrt Mill gave оne purpose of his work to explore "Civil, or Social Liberty: the nature and limits of the power which can be legitimately exercised by society over the individual (p. 5)."  Mill mentions this has been done in two important ways (in America) by saying there are certain "immunities" or individual rights that the government was to protect and by having a series of "constitutional checks" (p. 6) to avoid tyranny from rulers.  This is good, but it is not enough, for Mill.   .
