The Stаte оf Illiаnа sets up a private schооl tuition voucher program. Under the program, any elementary or middle school student who lives in what the statute defines as a “failing public school district” may receive $2,000 per year of tuition assistance toward any private school that accepts the student. The statute that sets up this program also includes other provisions supplying special aid, worth about the same $2,000 per student, for any student in a failing district who wishes to remain in public school but receive after-school tutoring at the public school. About 10% of eligible students choose to participate in the private school voucher program; of these, about 97% attend parochial school (mainly because non-parochial private schools in the state are so expensive that the $2,000 of assistance doesn’t defray enough of the tuition bill to make much of a difference).
