(b) Eugene starts really digging into the billing records and patient files, and becomes convinced that Dr. Red is violating federal laws relating to his billing practices. Agatha sees Eugene digging around in the billing records patient and fires him. Agatha tells Eugene he had no right to access patient medical records and billing files. Eugene thinks he should not have been fired. Eugene thinks he was only fired because Agatha found him searching through files and knows that he was going to report Dr. Red for what he believes are legal violations. Eugene wonders if he has any recourse, because he thinks it was unfair that he was fired.
